*James Palmer (CE, HBRC) had a letter published in HB Today on 16/12/2021 correcting this statement. Tranche 2 was imposed on the Regional Council by the Board of Inquiry into the Ruataniwha dam, and the Regional Council were obligated to hold consent hearings. Mr Palmer did not explain the hiatus of 6 years before hearings were initiated. (T.L.)
